When we hear something good about someone, the first thing that comes to mind is how they achieved it and why we can't. This is not good. Let's think about it in another way. Let's learn to be happy for others' achievements. That won't make us any less than others. It will make us happy and give us the opportunity to learn from others and grow.
There are many government offices, where we apply for service or permission or for any other reason. Then we wait. We keep waiting for days, months, and sometimes years. I can understand they might have too many applications and people need time to review them all. But I think when it is taking too long why don't you recruit more people. I am sure many people like me are looking for a good job.
