Make all public transport free

If you really want to minimize using private transport, like cars, then make all public transport free. Toronto became so expensive that low-income people can't rent or stay. But you need low-paying workers to work in the city. If you make public transport free, people will be encouraged to stay outside the city and work inside. That will reduce the low-paying labour shortage in Toronto.

For a single bus, how much time a person had to wait, do you have any idea. In papers, it is 10 to 15 minutes. In real life, it's 20 to 30 minutes. Then sometimes or in some stoppages all the time there is no seat available. When a person had to catch 3 buses, how long did that person actually wait at the bus stoppages? You can't imagine. But deep inside, the person started thinking about buying a new car. With the public transport we have, no one will be encouraged to keep their car at home, or not buy a private car. NO one is going to think about the environment in that situation.

If public transport is free, maybe people who are not in a rush and have a good physical structure to tolerate public transport will take it by keeping their car at home. Perhaps they will then take the public transport only to avoid traffic jams, parking hassles, or fees. This situation will help to minimize air pollution.
